How many civilians could go to college for every one military person?

Given the cost of the war in Iraq and Afghanistan (over 1 trillion already) and given how many people enlisted in the military are going to school, is there a difference between the amount of money going to fund military education versus how much money could go into the Pell Grant to fund civilian education?How many civilians could go to college for every one military person?Student grants and loans are more difficult to get for civilians. Veterans college benefits have always been fully funded. Of course all that could change in the current budget crises.
