Blackwater said they were exempt from civilian laws because they were part of the greater U.S. military, but said their agents could not be held accountable by military tribunals because they are civilian contractors.

They were not outside the law however as they are liable to, and have been, prosecuted by the US government for any wrong doing.
Incidentally, Blackwater were notorious among security companies in Iraq for their gung ho attitude and getting involved in firefights alongside the military. Something which was forbidden by the security company mandate issued by the Iraqi Ministry of Interior under their security company licencing regulations.
